Drywall wicks water upward. On a basement wall that had four inches of standing water, the drywall can be wet a foot or more above that. We check with a moisture meter and cut above the highest wet reading, usually in a straight line at two or four feet so the patch is easy to hang later. That straight cut is called a flood cut.
Fiberglass batts hold water against the studs and sag once wet, so they come out. Closed-cell spray foam doesn't absorb water the same way and can often stay. Blown-in cellulose in an attic or ceiling usually has to go when it gets soaked.
